Most users don't even have devices that support more than 1 Gbps. I believe that the link between my modem and the ISP is 2.5 Gbps. Testing from your ISP's server is more silly than hosting your own speed test. I'm not asking to run test from a server in china, but the ISP should ensure that you can at least connect to a big CDN at the contracted speed. When I show the Cloudflare test they start making excuses about having problems with the company who provides them with part of the external connections. When I try to complain they ask for the Ookla speed test and surprise, 110% of the speed and 0.6 ms of latency. Sometimes the connection to the some IXP is bad and everything related to Google and Facebook gets very slow. They have some degree of responsibility for the network beyond them. The ISP is responsible for negotiating deals for routes, backup, connecting to IXPs and other things.
